islands dispute, the initial american reaction was a statement from the state department saying the united states does not take a position on the islands. we say it is covered by the us- japan treaty. maybe that is creative. it is an invitation to miscalculation. that is why i worry. if you asked those americans, what should the united states to in the event of a crisis over these islands or over taiwan, they would not really be sure. what will recent me is the repetition of situations we face in 1950 and 1990. paul indicated a concern like this. before june 25, 19th it the, general macarthur and secretary of defense said south korea was not inside the us defense perimeter. when the invasion took place, and truman focused on it, the reaction was to fight. the same thing happened in the invasion of kuwait. it was an unexpected contingency. if we had made an effort to be clear that deterrence was in advance, neither would have occurred. the reason i am pessimistic about the situation in asia is it seems to me there are potential contingencies of that sort. if they happened, they would not be

so what's the president of the united states doing? in the middle of this, hopefully they're reaching, there was, as i understand it, a very one major issue remaining , he comes out and calls people together and has a group standing behind him, laughs and jokes and ridicules republicans. why? why would the president of the united states want to do that? and i want to say a word about sequestration. sequestration is about to kick in. the pentagon and our defense department is like a giant oil tanker. you got to turn it around in a very difficult and slow manner, because they have to make plans and they have to have contingencies -- procurement of weapons, have to do all the things that are necessary to make sure our men and women who are serving in the military are the best trained, best equipped and most professional in the world, which they are. but we're looking at sequestration here when the department of defense says it will decimate our adilt -- ability to defend this nation. shouldn't the president of the united states be concern

the united kingdom had a scandal like this in 2006. they created a separate unit. a separate unit that was staffed with experts in investigations and prosecutions within the military to handle these cases. so that the decision was not being made by the unit commander. that was in 2006. in 2007, they found that good order and discipline stayed in tact, in fact, the unit commanders were relieved not having to handle these cases anymore. i would like tone couge you to speak with your counterparts in the u.k. to see how their system works and if we would be better served to move into a system like that. i yield back. >> i'm encouraged to hear you say there's a training session for the new recruits before they actually go to the m.t. think is very helpful. how do we get the recruits to fully understand or believe that reporting bad behavior will be supported by leadership and will not harm them? they can develop that trust and know that is the right thing to do and have more conversation in their reporting and what might your suggestions be on that? >> very challenging.
